(Scroll down for video) A Russian lawmaker was found beaten to death inside a cement barrel, according to police reports in Moscow Russia.

Mikhail Pakhomov, 36, had been missing since he was kidnapped several weeks ago in Lipetsk, which is located 230 miles south of Moscow, where he was a prominent pro-Kremlin member of the city council.

His body was discovered by police in a metal barrel full of wet cement in a garage in the Noginsky district of the Moscow region.
Police said on Monday they had arrested eight people suspected of involvement in his death, including the person who allegedly ordered the kidnapping, a 40-year-old former public service officer named Yevgeny Kharitonov.

An unidentified police source told the Russian press that Pakhomov’s body showed signs of beating and torture before his death. Video recordings showed his corpse being removed from the garage on a stretcher, with the cement barrel, cut in half, standing in the background.

Kharitonov was arrested on board a plane at Moscow’s Sheremetyevo airport. He was charged with armed kidnapping.
Police said that other gang members were charged with kidnapping and robbing about $10,000 in Lipetsk, from the victim after he was kidnapped.

A regional senior detective said he believed the crime was related to the debts owed to Kharitonov.
Pakhomov, a married father of two children, was known as a successful businessman and a young politician in Lipetsk. He was a member of United Russia, the party that supports President Vladimir Putin.
