(Scroll down for video) Two men were arrested for dragging a young boy across a busy road and tying him to a tree.
The father and his friend were charged after allegedly dragging the 4-year-old boy through a street with a leash and tying him to a tree so they can smoke drugs.
Horrified witnesses called police, who found the boy’s father, Richard Marsh, 29 , and Paul Rapp, 35, both of Salt Lake City, Utah, with drugs. They were arrested and charged with child abuse and drug possession.
Witness told police that while the boy was on the leash he fell to the ground and the men continued dragging him on the floor.
The child suffered minor injuries, including road rash after being dragged on the floor. The child is now in the care of his mother.
The child’s uncle admitted that this was not the first time his brother chained the child to a tree. He did so on a fishing trip to keep him out of trouble.
