A man was arrested on charges of child abuse after allegedly whipping a girl with a belt and forcing her to smoke marijuana, police in Oregon said.

Fairview Police said that they arrested 26-year-old Marquise Rashad Harris-Hill, after being accused of forcing the 5-year-old to smoke marijuana.

Harris-Hill was indicted on Monday, on charges of criminal mistreatment in the first degree, assault in the third degree, unlawful application of a controlled substance in the body of another, unlawfully causing another person to ingest a controlled substance and unlawful delivery of marijuana to a minor.

Harris-Hill lives in the 2700 block of Northeast 205th Avenue. Police said that an anonymous caller reported that they could hear a child being beaten in a nearby apartment.

The officers met with Harris-Hill, and he allowed police into the apartment to check on the child. The girl was found sobbing, wearing only underwear and standing in a corner. The girl’s head had been shaved.

The child had bruises all over her torso, including the breasts. A belt was seized as evidence after police learned that the child was beaten with it.

Harris-Hill told police that he whipped the child after her mother told him to do so. No criminal charges have been filed against the child’s mother.

Investigators believe that the girl was beaten because she refused to brush her teeth. The child told investigators that the man forced her to smoke marijuana.
