Highway inspector seen throwing elderly man over fence (video)

(Scroll down for video) A highway inspector was arrested, charged and convicted of assault after a video emerged showing how he beat and threw an elderly man over a fence, prosecutors in the United Kingdom said.

65-year-old Harry Ferris, pounced on his neighbor, 67-year-old Philip Hellawell, while he was repairing a door between the two properties.

The shocking attack was captured on video surveillance cameras and marked the culmination of a series of rows between the neighbors in Bacup.

Ferris, a highway inspector, also said: “You put your hands on me again and you’re dead – and I mean dead.”

Hellawells told the Burnley Magistrate’s Court that he was terrified of Ferris from the moment he and his wife Jean, moved to the house next door.

Ferris was also seen threatening Hellawells’ dogs with a baseball bat. The abuse peaked when Hellawell was beaten and bloodied on his property.

After being convicted of assault, Ferris was fined 928 pounds ($1,562) including 200 pounds compensation and 200 pounds prosecution costs.
