A passerby called police after he noticed a dead body floating in a river near an IKEA superstore, police in New York said.
Brooklyn Police said that the dead man was dressed in a suit and was handcuffed, when he was found on Monday morning.
Police are investigating the incident as a possible suicide, but murder was not ruled out. Rescuers believe that the body of the victim was in the water for several days.
The victim was wearing a dark suit and his hands were cuffed in front of him. His legs were shackled. A MetroCard and a handcuffs key were found in his pocket.
The man, believed to be about 30 years old, had no ID and no signs of trauma.
