Brandon Orlando Muhammad Baldwin and 22-year-old Olajuwon Ali Davis, planned to kill St. Louis County Prosecutor Robert McCulloch and Ferguson Police Chief Tom Jackson.
They also planned to bomb the famous Gateway Arch in downtown St. Louis.
The men bought what they believed was a pipe bomb from undercover agents, but could not afford more bombs until their Electronic Benefits Transfer (EBT) cards gets refilled.
The two men were charged with trying to buy explosives, which they planned to use during protests in Ferguson. Both suspects pleaded not guilty on Tuesday.
