Israel to spend $100 million to revamp Arab East Jerusalem to lower crime rate and boost quality of life

Parts of East Jerusalem
By: Aryeh Savir

Israel has approved a plan that will completely revamp Arab East Jerusalem, the Tazpit News Agency reported.

On Monday, the Cabinet approved Prime Minister Benjamin Netanyahu's plan for the socio-economic development of East Jerusalem.

The Government is working in a variety of ways to develop and strengthen the city.

For the first time, a comprehensive socio-economic development plan was presented and will be implemented for eastern Jerusalem. One of the main objectives of the plan is to bring about a significant decline in violence by means of improving infrastructure, employment, education and social welfare, and by boosting enforcement and personal security.

The working assumption of this project is that there is a link between the scope and level of violence by residents of eastern Jerusalem and the standard of living in their neighborhoods. Improvement of their living standards should bring a decline of the expression of violence against Israelis.

An additional Cabinet decision that was formulated by Cabinet Secretary Mendelblit in coordination with Attorney General Yehuda Weinstein and the State Attorney's Office, deals with strengthening enforcement capabilities regarding stone-throwing offenses.

In light of crime data, police presence in the area will be increased, both physically and technologically. In the framework of boosting security, a security system based on technological means and warning systems will be established.

The Cabinet also adopted a plan to deal with stone-throwing offenses and is designed to provide authorities with effective law enforcement tools for detaining and trying those involved in such offenses.

306,000 residents live in eastern Jerusalem and constitute 38% of the city's population as well as approximately 20% of the minority population of the country. Their civil status is that of residents and not citizens. The socio-economic situation in eastern Jerusalem is among the lowest in the country, and is characterized by an especially high rate of children and families below the poverty line, a low rate of participation in the labor force and an especially high rate of school drop-outs, about 30%.

It should be noted that in recent years, there has been a sharp increase in acts of violence and stone-throwing in the eastern part of the city. According to data provided by the Israel Police, in March to April 2014 alone, approximately 990 police files were opened in the region for violent offenses including disturbing of the peace, attacking police officers and robbery.

It was also reported that there were approximately 390 incidents of stone-throwing at vehicles, as well as dozens of cases of stolen vehicles and break-ins. The Prime Minister's Office emphasized that these offenses are nationalistically motivated and are not perpetrated in a similar scope in other parts of the country. These displays of violence are being perpetrated in the capital of the State of Israel, close to the holiest sites of the three major faiths, which have considerable tourist and public diplomacy significance and which draw pilgrims from around the world.

According to Israel Police assessments, the plan will lead to a significant decline in the short and medium-term of over 50% in displays of violence.

(Scroll down for video) A young boy will likely suffer backlash for years to come after a school slapped him with a sexual misconduct report.

5-year-old Eric Lopez of Arizona, was playing at the Ashton Ranch Elementary School playground when he was caught with his pants down.

The boy claimed that another student ordered him to do so or else the other child would do it for him. However, he was taken to the principal's office.

The 5 year old was ordered to sign a document attesting to voluntarily “depantsing,” in the schoolyard. His mother is furious and is trying to have authorities remove the stain from his permanent school record.

Lopez was accused of a “lewd act,” and was told to sign the document of the charges against him without his parents being present.

The boy also received a school detention in addition to the burden of sexual conduct on his permanent record.

The mother has been locked in a legal battle with the school for two months, to have the sexual misconduct charges removed from her son’s permanent record, arguing that Eric's actions were just the innocent behavior of a child.

So far however, the Dysart Unified School District in Surprise, Arizona, denied her appeal.

Assistant Superintendent Jim Dean, said the actions taken by the school district are “age appropriate.”

The mother might have to move her young son to a new school district so he can begin with a clean slate.

An angry man who wanted to show his displeasure with the way a bank was treating him, decided to defecate inside the branch to cause a stink, police in the United Kingdom said.

The middle-aged man carried out his dirty protest calmly at Barclays.

Witnesses at the scene said that the enraged customer walked up and down the stairs of the branch leaving piles of poop in several places before leaving.

The man, believed to be in his 40s, wore flip flops while wandering in the bank. The building in Andover, Hampshire, was forced to close after the incident on Friday morning.

“I looked at the guy and he was quietly walking along the bank. He paced all the areas that he could,” client and witness Gareth McCarthy said.

“It's very clear what he was doing. He just had this quiet but angry look on his face, as he deposited his waste on the floor,” McCarthy said. “The stench was unreal,” he concluded.

The branch staff were forced to clean up his mess and closed the branch for several hours, before resuming operations.

A black man became extremely angry when he learned that paint company Benjamin Moore, named several paint colors after him, according to a lawsuit filed in New Jersey.

Clinton Tucker of New Jersey, is suing former employer Benjamin Moore, alleging discrimination after naming paints "clinton brown," and "tucker chocolate."

Tucker, who identifies himself as an African-American man in the lawsuit filed in the court of Essex County in Newark, said that he was hired in the digital marketing department.

However, he quickly suffered from discrimination. Tucker is seeking damages for discrimination, retaliation and hostile work environment, according to the lawsuit.

Benjamin Moore named one paint of the Williamsburg collection as “tucker chocolate,” which Tucker found to be extremely offensive. The Williamsburg collection also has orange colors named “tucker orange,” and “tucker gray.”

“Despite repeated complaints by Tucker, no action was ever taken by Benjamin Moore to change the names of these colors,” according to the lawsuit.
