2-year-old children covered in feces throw hypodermic needles from apartment window

A brother and a sister were arrested on charges of endangering the welfare of a child after neighbors saw two young children throwing hypodermic needles from their apartment window, police in Pennsylvania said.

Bethlehem police said that they have arrested 20-year-old Crystal Ortiz and 18-year-old Daniel Ortiz, after two 2-year-old children were seen by neighbors covered in feces at the home located in the 1200 block of East Third Street.

The two were charged with endangering the welfare of children and reckless endangerment. They were booked into jail. Bail was set at $175,000 for Crystal Ortiz and $100,000 for Daniel Ortiz.

The two suspects are siblings. Crystal Ortiz is the mother of the two children.

According to the police investigation, the children were seen throwing needles from the window around 11:30 a.m. on Thursday.

Police said they heard children crying from inside the apartment and knocked on the door for half an hour before an officer climbed through an open bathroom window to check on the welfare of the kids.

Police found a full bathtub of urine and found the toilet full of feces.

Daniel Ortiz was found sleeping 15 feet from the back door of the house, where the police were knocking, and Crystal Ortiz was sleeping in the master bedroom.

The children were on the third floor, all naked. At least 10 dirty diapers were on the floor and feces was smeared on the carpet, windows, mattresses and the children.

The temperature in the apartment was about 100 degrees. Police said that they also found a cigarette containing marijuana.
