The Kansas politician and his wife, were arrested for abusing five of the 16 children in their care, police said.
Jonathan Robert Schumm, 34, a councilman in Topeka, and his wife, Allison Nicole Schumm, 32, were arrested and charged with one count of aggravated assault and four counts of endangering a child, according to the police report.
The abuse allegedly involved children between the ages of 5 and 16.
The Kansas Department of Children and Families (DCF) asked the Topeka Police Department to aid them in their investigation about physical abuse against the children.
Arrest warrants were issued for the pair after the investigation that began earlier this month.
Court documents reveal that a 12-year-old child was tortured and beaten by the couple, who have 16 children.
12 were adopted and four are their biological children.
The couple was allegedly homeschooling all of their children. In 2013, the councilman and his wife were honored with the Angels in Adoption Award, which honors people who help children in need of homes.
