A brother and sister were arrested on a charge of torture after allegedly locking up their mentally disabled brother in a bird cage and living off his disability assistance, police in Spain said.

Dos Hermanas police said that they have arrested the 76-year-old brother and his 61-year-old sister after being accused of keeping their 59-year-old sibling in a bird cage for 20 years.

Police found the victim naked and laying in his own waste.

According to the victim’s medical records, the last time he saw a doctor was 20 years ago, leading police to believe that he was locked up for 20 years.

His siblings cashed his 1,000 euro disability checks every month. The brother and sister told police that the victim is mentally disabled and they locked him up for his own safety.

The crime came to light after neighbors called police to report that the 76-year-old brother was drunk and harassing passersby on the street.

Police officers who arrived at the scene, raided the man’s home and noticed a padlocked door. They broke it down and discovered the victim living in filth inside a large bird cage.
