Rapist wearing ankle monitor rubs his private parts on 13-year-old girl in front of police

A convicted rapist who was wearing an ankle monitor, was arrested on a charge of sexual abuse after rubbing his private parts on a teenage girl in a train, police in New York said.

Now, 56-year-old Paul Kingsley of Brooklyn, has been convicted of third and second-degree sexual abuse, forcible touching, endangering the welfare of a child and harassment, following a five-day jury trial.

He faces up to life in prison.

According to the police, Kingsley was designated a sexually violent offender and predicate sex offender when he was required to register for life with the New York State Sex Offender Registry in 2001, following convictions in North Carolina and Syracuse, for sexually abusing a 9-year-old girl in a library.

Kingsley was observed by two undercover police officers rubbing his private parts on a 13-year-old girl’s leg and thigh while aboard a Flushing-bound number 7 train.

While one of the officers spoke with the young victim on the subway platform about the incident, the second undercover officer continued to keep Kingsley under surveillance on the subway and followed him as he got off the train at the next stop and boarded another train going in the opposite direction.

While aboard the Manhattan-bound train, the officer observed Kingsley rubbing his private parts on a 23-year-old female’s backside several stops away from where the first incident occurred.
