(Scroll down for video) People are voicing their anger after a police officer refused to help a little girl who was being dragged by her hair.

Erika Burch said that she was shopping at a Walmart in Texas, when she heard a girl pleading with her father to let go of her.

She then spotted the man, who had clumps of the girl's hair wrapped around his hand. He also used that hand to push the shopping cart.

The girl was forced to lean into the shopping cart as her father dragged her down the aisles while pulling her hair.

Burch said the child was pleading for the man to stop and she promised to behave. Burch said that the little girl cried and said: “I promise I won't do it again. Please stop.”

Burch took a few pictures of the girl and her father. The father told Burch “to mind her own business.” However, she replied: “No I'm not. Right now this little girl is my business and you need to let her hair go now.”

When he refused, Burch went to a police officer, who was inside the store, and asked for help. Burch said that the officer told her that the man “has the right to discipline his child.”

The officer explained that for the incident to be called abuse “there had to be bodily injury to the child.”

Burch believes that the child was being harmed so she posted the photos to Facebook, where people expressed their shock and anger.

Nicole Bennett said: “Poor baby girl. That is the type of abuse that teaches little girls it's okay for men to abuse them and that they deserve it and it's normal to them.”

Lynne Short-Newman wrote: “If he is doing this in public, imagine what he is doing to her behind closed doors.”

The Cleveland Police Department said that have received many calls over the incident and they have launched an investigation.

Child Protective Service (CPS) has been contacted as part of the police investigation.
