(Scroll down for video) A sick man killed four teens and dismembered the body before dumping their limbs on train tracks, according to police in New York.

Acting Brooklyn District Attorney Eric Gonzalez and New York City Police Commissioner James P. O’Neill, announced that they have arrested 38-year-old Kwauhuru Govan, in connection with the murder of four people.

Two victims have been identified as 19-year-old Rashawn Brazell and 17-year-old Sharabia Thomas. The other two victims, a girl and a boy, were not identified.

Govan was charged with the murder and kidnapping of Thomas, who left her Gates Avenue home and was found dead inside two laundry bags later that day.

That case was solved based on previously-untested DNA evidence that was recovered from under Thomas’ fingernails and matched the defendant, whose DNA profile was entered into a national database after an arrest in Florida.

According to the police investigation, body parts of one victim, a male, were discovered in a Maspeth Avenue train station.

Brazell’s torso and legs had been found in a subway tunnel. Brazell’s arm and hand were found at a recycling plant in Greenpoint.

Brazell’s other body parts were discovered a subway tunnel on the A line, between Nostrand and Franklin Avenues. The body parts of another victim, a female, were found in the laundry bags.

In court, Govan freaked out and yelled, saying that he is not a monster and he could not cut open a frog.
