(Scroll down for video) Police officers were disturbed to see a drunk man laughing immediately after killing a mother of several children by slamming his luxury vehicle into her car, according to police in Michigan.

Bloomfield Township police said that they have arrested 43-year-old Gregory Allen Belkin, after being accused of killing Rhonda T. Williams, who was driving home from work.

Belkin has been charged with second-degree murder and operating under the influence of alcohol, causing death.

According to the police investigation, Belkin went over to his girlfriend’s house, where he proposed to her. After Kimberly Glazer rejected the marriage proposal, Belkin left the home and began drinking.

At some point, Belkin called his girlfriend and told her he was speeding at 150 miles per hour.

Belkin dropped his cellphone, and he tried to pick it up while speeding. That is when his Maserati slammed into the vehicle of Williams, who was a mother of three children.

Police officers who arrived at the scene, found Belkin laughing next to his luxury car, which was on fire. The police told Belkin that it was not appropriate to laugh as there was a woman who died as a result of the crash.
