Social services refuses to remove young siblings from home of couple who had sex with them

(Scroll down for video) In a shocking case of child abuse, a social services supervisor
is accused of allowing young girls to be raped and refused to take action.

Concerned citizens in Virginia, called police to report that their neighbors, Robert Eugene Clark, 39, and Samantha Kay Simmons, 30, were abusing and neglecting two young girls.

The neighbors told police that they reported the case to social services, but they refused to take action and remove the children from the home.

Officers found the home in “subhuman” conditions. The house was filled with piles of trash and human feces while thousands of cockroaches were crawling all over, including on the children.

Pornography and guns were found in plain sight.

The children, who were 3 and 8 years old, were forced to watch pornography and perform sex acts on each other. The couple also raped the girls who said they were left bleeding from the abuse.

It was only after police put pressure on social services agents that the children were finally removed from the home.

Officers went to the home of the children’s grandmother, and her home was reportedly in the same deplorable condition.

Authorities tried to bring charges against the social services supervisor who refused to protect the children who were severely abused.

Social workers were accused of being slow to respond to numerous complaints from neighbors, and a supervisor at the agency, allegedly refused to enter the reports into a computer system as required by state policy.

This supervisor was also accused of shredding reports of child abuse made to the agency. The supervisor, who told her coworkers that “the children are used to living that way, so what’s the big deal,” eventually resigned.

However, a grand jury refused to bring charges against the supervisor or anyone at the social services office for knowingly allowing children to suffer terrible abuse.

After police got involved, the children were removed from the home. The 3-year-old girl told her guardian about the sexual abuse she and her sister suffered.

That is when the couple, who are half-siblings were arrested.
Clark was found guilty of nine counts of rape, aggravated sexual battery and taking indecent liberties, and was sentenced to 65 years in prison.

Simmons was convicted of 11 counts of aggravated sexual battery, sodomy and endangering the welfare of a child, and was sentenced to 43 years in prison.
