(Scroll down for video) A family in Texas, put pressure on police to arrest one of their own after he allowed his young son to drown in a bathtub.

George Montenegro said that while other parents would have been arrested on the day of the incident, his estranged son-in-law was allowed to walk free for one month before he was finally arrested.

27-year-old Raymond Licon Jr., was a two-year veteran of the El Paso Police Department when he was arrested and charged with criminally negligent homicide.

He was booked into the El Paso County Detention Facility and was freed after posting $10,000 bond.

According to police, Licon is going through a divorce with his wife.

He had his two children at his home when he got into an argument with his estranged wife over text messages. At some point, things got heated and Licon decided to call his wife.

He left his 11-month-old son Azrael in the bathtub, and went on to argue with her over to the phone.

Unbeknown to the mother, during their heated argument, the police officer left his son alone in the bathtub.

The bath water overflowed, flooding his apartment and killing his son, according to court documents.

Police said that Licon called 911 only 45 minutes after the argument with his estranged wife began.
