The Columbus Police Department said that on Monday, at around 1:30 a.m., Officers Westbrook, Patterson and Holbert were patrolling the alley between E. 15th and E. 16th Avenue, when they observed an unoccupied vehicle with the engine running.

The officers approached and discovered the vehicle was full of trash that appeared to have been pulled out of a dumpster.

Officers were preparing to leave when they observed a small hand behind some broken residential windows that were stacked in the back seat.

They opened the door and discovered a 3-year-old child asleep under the debris. Officers found the child’s father wandering an adjacent alleyway.

27-year-old Arthur Fullard had several active arrest warrants from multiple jurisdictions. The child was transported directly to Children’s Services.

Fullard was charged with child endangering and possession of heroin. Fullard admitted to using heroin and told officer that there were drugs in his car.

He was booked into the Franklin County jail, and his bail has been set at $45,000.
