Child advocacy groups in France, are angry to learn that prosecutors refused to charge a man with rape despite having sex with an 11-year-old girl.

Montmagny police said that they have arrested the 28-year-old man, who was not identified, after being accused of having sex with the girl twice.

Prosecutors refused to charge the suspect with rape because the girl did not resist and the man did not act in a violent manner.

The suspect has only been charged with one count of sexual abuse of a minor.

If convicted, the man faces up to five years in prison, and a fine of up to $75,000.

Child advocacy blasted the prosecutors’ decision, claiming that an 11-year-old girl is unable to give consent for sex.

According to the police investigation, the man met the girl on the street, and offered to teach her how to kiss.

The girl agreed to follow the man to his home, where he had sex with her.

The man had sex with the girl at least twice.
