A man terrorized elementary school children by placing a doll full of needles on a pedestrian bridge near his home, according to police in Japan.

Tokyo police said that they have arrested 41-year-old Takeshi Inaba, after being accused of being behind a campaign to scare children in his neighborhood.

Inaba has been charged with making terroristic threats and criminal intimidation.

According to the police investigation, on Tuesday, at around 5:00 a.m., Inaba placed a large doll that was covered in needles on a pedestrian bridge, which elementary school children use every day.

Inaba also placed a note, instructing the children to jump off the bridge and die.

Investigators believe that Inaba was behind at least 30 threatening messages that were found at parks and train station.

Inaba was arrested after police reviewed security surveillance footage, which showed Inaba placing the doll on the bridge.

During questioning, Inaba told police that he hates children’s voices and they annoy him.

Inaba wanted to scare the children to stop them from walking near his home.
