An American citizen was arrested for using Facebook to contact poor women and paying them to record themselves sexual abuse children.
According to Immigration and Customs Enforcement’s (ICE), 26-year-old Keith Liwang of Queens, New York, was charged with conspiracy to produce child pornography.
Liwang is accused of contacting poor women in the Philippines through Facebook and offering them money in exchange for photos of themselves sexually abusing their children.
According to the complaint, Liwanag used the Facebook account to direct the women in the Philippines to engage in sexual acts with their children in exchange for money and to produce and send child pornography over Facebook’s private messaging service.
Evidence obtained during the course of the investigation includes 10 recorded video conferences between the defendant and women engaged in the sexual abuse of children, according to police.
