Animal rights groups from around the world are calling on police to arrest and charge a man with animal cruelty after freezing his dog to death in Russia.

The incident unfolded recently in one of the coldest cities on the planet.

The pet owner of Yakutsk dragged his 1-year-old dog outside of his home while the temperature was -25 degrees.

The man poured water on the animal.

This caused the dog to freeze.

The cruel man’s neighbors immediately notified several animal rights organizations.

Volunteers quickly arrived but the dog was already frozen.

The dog was rushed to a vet who gave it a lethal injection.

The vet was unable to save the dog as it has suffered from severe hypothermia.

So far, no charges have been filed.

Parliament member Sergey Boyarsky called on prosecutors to charge the man with causing injury or death to an animal with malicious or mercenary motives or with sadistic methods.
